Zusammenfassung: Dieser Aufsatz widmet sich zunächst der Frage, wie aus der Interaktion von Arbeitsmarkt, Sozialstaat und Wirtschaftswachstum vor dem Hintergrund der demografischen Entwicklung, hoher Staatsverschuldung und der Zunahme atypischer Beschäftigung Wachstumszwänge hervorgehen. Anschließend wird untersucht, wie drei idealtypische Arbeitsverständnisse aus der Enquete-Kommission Wohlstand, Wachstum, Lebensqualität das Dreieck aus Arbeitsmarkt, Sozialstaat und Wirtschaftswachstum beeinflussen. Idealtyp I reagiert mit einer Ausweitung der Erwerbsquote und einer Erhöhung des “Humankapitals” und bleibt in der Wachstumslogik verhaftet. Idealtyp II möchte mit dem Ziel “guter Arbeit” Wirtschaftswachstum zunächst weiterverfolgen. Idealtyp III versucht einen Ausbruch aus den Wachstumszwängen mit der Beseitigung sozialer Ungleichheiten zu vereinbaren.

Abstract: This paper first aims to explore how the interaction between labor market, welfare state and growth - taken into account demographic change, high public debt and increasing shares of atypical employees - gives rise to pressure for growth. Second, it examines three conceptions of labor as they were presented in the Study Commission on Growth, Well‐being and Quality of Life of the German Bundestag. The first conception gives in towards the pressure for growth by expanding labor force participation rate and incresing human capital. The second conception aspires the goal of “good work” and therefore pursues temporarily the growth strategy. The third conception tries to overcome the pressure for growth and to simultaneously deconstruct social inequalities.
