Abstract: The increase in population and the steady exodus to the big cities, is a typical manifestation of modern cultural globalization based on the mobility of capital and workers in the capitalist mode of production. Every day more numerous human nuclei that are installed in cities and transforming them into great metropolises mega cities where they hope to find better job opportunities with the consequent demand for a place to live. Thus in Mexico efforts to establish public policies to deal the problem of building the necessary infrastructure to demand the construction of a large amount of property is made, these efforts usually initially rested in government who established institutions to deal this need that every year grew more urgent given that there is migration from the countryside to the city. Due to the neoliberal policy and the ineffectiveness of the state programs and institutions leaves the construction of housing in the private sector.
